[Discuss] Low Population TO Bug

Has anyone recently had any problems with TO's?

I've got a char in EC that cannot take over a region.. despite 6 TO
attempts.  The population dropped to 1.. 1!!!!  But nothing.  They hold
strong and never sway at all.  As well, Loyalty in the region is standing
strong at 100%.. despite continued looting, burning, and so on..

Is there a bug that I don't know about?
