Tintar was one of the trouble regions and needed a visit from a buro 
quite often. Still, these questions are highly irrelevant since we're 
seeing similar groups *all* over Eston, not just in "trouble" regions. 
Just this turn Loratil got an undead group, putting the rogue CS in that 
region to 5500. Malor got some rogues spawned too. This happens *every* 
turn! New groups appear that are quite strong in numbers.
