[Discuss] Wikipedia, IC and OOC

Is any information on the wiki considered to be available IC? And if so, is
it 'allowed' to create a page (such as
/Church_of_Estahsism/Secret_Operations/Finished, which is what brought this
question to my mind) and then state that none of the information on that
page can be used IC or IG?
