[Discuss] Buying regions: Failure then immediate retry with success

I cannot agree with this enough.  I thought that part of the whole  
point of the "buy claim" system was so that this never happened again?

And I thought that we hashed this out--AGAIN and AGAIN and AGAIN-- 
months ago?

Tom, please, the "buy title" feature is one thing, but this is  
totally ridiculous. If someone fails to buy the region, they  
shouldn't be able to try again, for the SAME REGION, for at *least* a  
month.  I would say not again within the same *realm* for at least a  
month.
