Surely this would count as obvious abuse, so it could be easily
clamped down on. It couldn't be hard to miss a load of accusations of
vulgarity being levelled at the same person within
a short space of time. Besides, if it was made so that each message could
only be claimed to be vulgar once, then it would mean to even do this,
people would have to claim vulgarity on numerous messages at once, making it
even less likely to succeed and easier to spot.
