[Discuss] Change to vulgarity?

I was thinking of a potential change to the vulgarity option.  First, 
only people who have been successfully tired for vulgarity can have 
their nobility questioned as the rumors are already there the king just 
has to expand on them.  Second, if you have been successfully tried for 
vulgarity too many times (either over the course of your character or in 
a short period) you cannot run for certain positions, the higher the 
position the less times you need to have been tried for it.  As people 
start to doubt that you are in fact a noble.
