Frequently asked, frequently rejected.
If you really insist on discussing the merits and possibilities of forums, you

Q: Why is there no forum? I could set one up at...
A: So could I. Not having a forum was a conscious decision. To be honest, it is
my long-held belief that forums are cheap, incomplete replacements for usenet
groups. The mailing list does all a forum could do, and more.

What does that have to do with the price of rice in China?
He's not refusing to host a forum because he doesn't have the disk space/server
capacity/bandwidth/etc. He's refusing because he doesn't *want* a forum.
