[Discuss] Council positions: Let the players decide

Since it seems the bankers position is on its way out(based on some
reports from Beluaterra, no hard facts really), why not actually let the
players decide how many council positions they want in their realm?
(warning, very rough idea that came to be in a few minutes)
You can quite easily differentiate the powers each position currently
has into four different "packages". You could then let the ruler(or
realm wide referendum) decide how to distribute those powers, maybe
between 2-4 positions he names. So you could have an council of 4 like
we do now, or you could go the power tripping tyrant way and have an
king who sets the taxes and an general who can ban and fine people(and
possibly face an rebellion from those who think power should be more
distributed).
This would probably work better in an system where realms aren't
strictly constrained by the Monarchy/Democracy/etc. labels, but by an
more player controlled system where they decide what positions are
elected and what are appointed etc.
