I would rather not to determine it by gameplay time. From many games
around, I've seen people who actually do figure out things very
quickly, maybe not perfectly but well enough to help some newbies.
Specially people with lots of game experience around the web. If you
hand any software-based MMORPG for my brother to handle, within a
month he'll be a high level character, will have read all the guides,
and will possibly be helping me to up my low lvl chara (before I give
up the game, because I just don't have the patience for those). At the
same time, we have a lot of people here which probably read most of
the wiki in a week, and can at least mentor about the knight class
within the first two months.

Maybe what could be implemented was some sort of recommendation
points: if three/ten/twenty/10% of your realm people tick a box saying
"this guy can be a good mentor", then you are allowed to. I see
mentoring not as much a matter of actual knowledge, but willingness to
help, maybe at least a decent language, and some common sense. Thus,
would be nice if it needed people's approval.

Or else, there can also be an option of different mentor
qualification. You volunteer for mentor whenever you want to, becoming
something like a Volunteer or Starter Mentor, and some newbies can
pick you up on a list. If the newbies approve your mentoring, through
ratings or such, you'll have the option of becoming an actual Mentor.

As mentoring is a matter of personal qualifications, not in-game ones,
it should have people-based standards. Just my two cents. Or maybe a
full dollar, for the length of the letter. ^^
