Maybe Tom wants the lords to be penalized a little for never being in their
home region... or maybe that's one thing the banker could do, like the judge
holds court when the lords are away.  This goes well with hindering larger
nations.

Yes the tax system has driven folks bonkers over some lords not handling
knights well, but incompetence is a fun part of the game...and lordship had
become so numbly easy before hand it wasn't that surprising.
