Friendly secessions are now allowed, but planning a secession to allow
another recruiting region is not, and Tom was very clear about this when he
allowed them. Do not abuse of secessions.

The best way I can think of to intall a puppet government is to force the
conquered to elect friendly nobles to power. If they lack such nobles, then
you send a few from your own realm and threaten annihilation if they don't
get elected.

If you don't want nothing to do with the conquered nobles, then CTO it is.
