Better version: have a noble already in the opposing realm elected, better
for PR. I liked Tim's suggestion though.
In these days of friendly secession being allowed though, you could also
spin off a realm in your nearest duchy, let them take the city over as well
as appropriate regions, have the original duke/ruler switch back to your
realm and you have essentially created a new puppet government in the place
of that realm without the mess of elections. Wouldn't like to try and plan
that though.
