[Discuss] Installing a ruler in a conquered realm

I was actually thinking of a way you could make an "install puppet  
government" feature, by starting a special kind of takeover in the  
capital of an enemy realm (equivalent to brutal, much as the CTO is  
equivalent to friendly) and selecting 4 nobles in the region for the  
4 government positions, provided they aren't refusing their  
respective positions.  Once the takeover succeeds, the current  
government is ousted, and the new government is put in place, with  
the ability to choose a new government type and some kind of  
protection against being protested out of office (at least for a  
little while).  They should also maintain some kind of link with the  
parent realm, at least for the purposes of fighting off rebellions.
