[Discuss] ] Feature requests: Expanded secret police and judge options

I really like the idea that's behind the secret police option, but I find it
a pity that it is so limited. Not only the amount of options, but also the
amount of employers. Only the rulers currently have a secret police. This is
a misunderstanding from modern times, with secret services being under the
direct control of presidents and the government.
In medieval times (timeframe of BM), the term "secret police" mostly just
indicated a group of men hired to get into the dirty business of their
masters. You could compare them to members of modern syndicats, triads,
maffia, ... It was a gang of secret supporters that obtained information
about people and handled them at their master's bidding.
Why I want more people to be able to use the secret police option, is
because once you get some power and influence, you'll always be able to
gather some men around you to do those things. Think of bands and gangs. As
soon as you've got a name, you get these kind of supporters.
I'd suggest that also Lords and council members have a "secret police".
As for the amount of options, they should be really more plenty. Also the
amount of information the police gathers. Normally they should give as much
information as they can find out.
Beating up and assassinations were also common in the medieval times. Don't
worry about abuse of this option. Fingers are sure to be pointed and this is
an option that you better don't use much. But it should be available none
the less.
