Rules of being able to appoint some one as a Lord on Testing (or at least
Beluaterra);

The ruler of the realm can only appoint nobles to Imperial regions.
A duke of the realm can only appoint some one to a region who has some claim
to the region which can obviously be won by winning the referendums or by
other means.

So, claims as you can tell, are anything but useless at the moment, it'll
take some getting use to but it's border line annoying currently.
