[Discuss] Question: Friendly character claiming bounty

I have a feeling Tom means:

If you do that I will delete your character.

Which does not mean:

If you do that I will enable actual death assassinations.

Since there seems to be such a "demand" for real assassinations, can they be turned on for testing islands to see how they go over?  It seems odd to me that Infils can be killed when captured yet can't kill someone that they stab several times while the victim is asleep...
