And you really think someone is going to betray their country for 
someone that they don't even know who it is?  These people are not in 
your realm.  They cannot be at an undisclosed location to deliver a 
message.  That being the main difference between this and the 
underground.  At least one message is going to have to be sent directly 
to someone.
