There is still the risk of failure and it still takes your buro out for 
a few days.  I don't know if I am hallucinating (haven't gotten much 
sleep lately) or not, but it seems like I get caught doing everything I 
do with my infiltrator lately (at one point he had 80% skill with one of 
my infiltrators, it's still pretty high), since the talks about the 
person sitting in the city stealing gold.  There are definitively some 
negatives associated to this, alls I am pointing out.  It is not as 
lopsided as everyone sees it.
