Back when Hireshmont was in Oligarch, and I was still learning the  
ropes, he accumulated a nice bounty (300 gold I think?). I didn't put  
it on myself, but it got there one way or another. Hireshmont  
encouraged Oligarchian infils to attack him to get the bounty, and  
one of them did, and the money was put to good use.

That said, in hindsight, I'd say that, because I wasn't as familiar  
with BM at the time, that was probably accidental abuse. The problem  
is that, since assassinations don't remove from positions (that I'm  
aware of) their value is decreased. Because of this, the honest  
incentive for a bounty ("I want so and so removed from office") is  
gone. The only purposes of the bounty board I cann see are for  
players who really get into RPing, and have some a character with a  
vendetta against another character. Other than that, the bounty board  
seems to have little purpose. So, with the bounties currently there,  
it seems only natural to put it to some use: to support your realm.

I think the best way to solve the problem is make there a certain  
probability that a wound will:
1. Remove you from your position
2. Go on obscenely long

I've thought about this idea for a while. What if wounds could not  
only get better, but get worse? Maybe have a (low) chance that, once  
you get to a certain degree of woundedness, maybe the wound gets  
infected and gets worse! Or maybe your healers aren't as good as you  
thought. If being wounded could be a bit more unpredictable, and  
could have a chance of making you lose your post, I think the bounty  
board would be more used, more useful, and less exploited. Largely  
because most people with high bounties, thus useful to their realms  
as a source of funding, hold positions. Maybe not most, actually, but  
many.
