I believe the intent is much less of a way to transfer gold, and more to
take "free gold" from your enemy by having a character's own realm take the
bounty.

That said, I think the particular incident in question still hasn't
happened, though it's been attempted a few times.  This isn't the first time
such an occurrence has taken place, and there is special code in place just
for such instances.

If you know for a fact it's been done successfully, report it to the
Titans.  If it's merely being attempted, laugh heartily and carry on your
daily tasks.
