It's not always possible to appoint someone the very moment the 
positions becomes empty. Sometimes it's not possible in days simply 
because the ruler and the appointee might be on the other sides of the 
realm. The player of the ruler just might be away for a day or two on 
vacation. There are lots of reason why a position might not be filled in 
for days, some might even be the rulers fault, but some might simply be 
out of the control of the players. Calling them stupid and incompetent 
for it is BS.
