You cannot buy regions adjacent to the capital if you are not in  
their realm.  In the case in question the character joined the realm,  
then bought the title.  No bug.

It may not be the behaviour of someone who believes that he is the  
rightful Duke of the city, and expects to stay there and become a  
contributing member of the realm.  However, it *is* the behaviour of  
someone who has used forgery to gain access to the powers of the Duke  
in order to harm a realm he dislikes.

It is, indeed, focussed on doing as much damage as possible to gain  
an advantage.  However, as it is purely IC, I see no abuse here.
