Buying titles can be done if you have a decent amount of family wealth, but 
building that up takes ages and that's not the case for most players. In one 
of my realms there's 25 or so other players, and only one of them apart from 
myself can buy titles - also, they'd only be able to do it once without 
falling below the amount you need. The factor in the amount of people 
*willing* to do that. If someone joins your realm and buys the title to the 
capital city then that's your fault for leaving your capital city without a 
duke, not the guy who takes advatage of that fact. There's already mechanics 
in place to stop the guy doing something insanely harmful like moving the 
whole duchy away in minutes. And who's to say it's not IC to throw gold 
around to cause damage to an enemy realm from the inside? Besides which, 
we're not asking for infils to be constantly caught, it's more that if 
they're seen they do get penalised for that. Even the best infil would not 
be able to fight off hundreds of guards. Add into that that it's a city - 
the option even says that trying to steal tax gold in a city is going to 
make your chances of escape minimal. Having high skill should help, but it 
certainly shouldn't make you untouchable.
