[Discuss] Buro restrictions

I have done SA work in a region that is not my own, but within the same
duchy and see loyalty jump by an average of 3%. I have it now up over 90%
and it has not shown any sign of stopping.

Loyality is at 73% in the meantime. I am completely stuck, because I 
can't do more than SA every turn. I also don't want to think about a
region _not_ in my duchy ...

Come on, am I really the only one who is encountering such difficulties?

What is your place in the duchy?  Can you post yoru SA results?  what do the
daily reports say about the region?  Is it core?

I've done SA in the proper duchy to good effect, so I don't think it's the
new code.
