What about the infiltrator that does nothing but sit in the same region, for 
weeks on end, and steals tax gold an average of 3 times per day? What about 
when the infil sits there and alternates between one attempt on one turn, and 
*six* in a row the very next turn? (This is not an exaggeration. I have saved all 
the log files showing this activity.)

What I want to know is this: Are highly skilled infiltrators supposed to be able to 
to do this, or is this a bug or unintended consequence of the system?
