whoops, hit send by accident. As far as I know, infiltrators can only see
other infiltrators as an assault option if they are close enough in skill,
otherwise the infiltrator with higher skill can't be seen under the assault
troop leader list.  I think the issue here is a balance between risk and
reward, in a large city one steal tax gold could net over 200 gold, the risk
should be pretty significant even for a highly skilled infiltrator.
