Even ignoring message the are or should be OOC, there are still far
too many messages sent to the whole realm. That's because the message
system only works for sending messages to a pre-established group or
to a single person, and few messages are meant for just one person.

The message system does NOT work.

Yes, people using duchies more would help, but there are duchies
getting close to being too big for sending messages to everyone too.

There is a very simple solution - a reply to all link. Your reason
against it is complete rubbish. How can a reply to all link that
doesn't exist on messages to the whole realm (people stopped
suggesting a universal reply to all link ages ago) increase the number
of messages sent to the whole realm? It's nonsense.
