Hmm, one other interesting thing did occur to me in relation to  
this...the situation where a character believes in a religion that  
does not yet officially exist in the game (as, for instance, all 4 of  
mine do).  Presumably, they would be considered "pagan", but they  
*do* share a religion (one, in fact, which I will bring to the game  
once religion is active in stable).

If one of them were to ban all religions but their own from the  
realm, it would effectively prevent anyone from being a Priest *until  
and unless* someone were willing to "found" their religion there...

I think that would still count under the umbrella of "banning some  
religions," rather than "banning all religions," though, since people  
*can* become Priests, they just have to follow the state religion.
