But this *does* raise an interesting question, as we have here the
conflict of an inalienable right--specifically, the right to choose
to be a Priest--and something that's been specifically said to *not*
be an inalienable right--choosing and spreading a religion.
If a dictator is of a particular religion, and bans the spread of all
other religions in her realm, does that not effectively prohibit
anyone not of her religion from being a Priest? (One could contend
that this is not the case: it simply prohibits any Priests from being
any other religion, as choosing a religion is *not* an inalienable
right)
Furthermore, if a dictator is openly atheist, and bans all religions
from his realm, would that not effectively prohibit *anyone* from
being a Priest?
How should such situations be handled?
