It's to avoid not prevent.
Why not play the game instead of trying to play according to how the code
is? Why should the code do everything? What would be the point of playing
then? As Tom said, use diplomacy. If the other ruler does not listen, use
some other bargaining means, or if nothing helps, then destroy them. The
claims will eventually go away.
