[Discuss] Banned nobles can't protest

A banned noble should be allowed because a single noble protesting will have
no effect on the judge's standing. But for a runaway judge who bans half or
more of the realm on a whim, it _will_ have an effect. And if the lot of
banned nobles are supported by a few not banned, the judge by be deposed.
