[Discuss] Banned nobles can't protest

[AJ]

Why is it that banned characters are not allowed to protest? Should they not
be allowed to protest as well as rebel (with enough support)?
A runaway judge could ban half the realm and since they cannot protest, he
will not be threatened since the other half is not enough to depose him!
