Titans do not have the capabilities to do anything of the sort.  They are
merely in place to oversee breaches of the Social Contract and help pick out
Multi-Cheaters.  The only one who can step in and do anything manually is
Tom, and I've never seen that happen by request, save when FEI was still
being shaped.
