With local taxes comes the long-not-really-fully-working maintainance 
system.

No taxes == no maintainance
No maintainance == all workshops, recruitment centers, etc. will deteriorate

Leave a region without a lord for enough time and you can start it over 
from scratch.
Fair enough?

I do, however, like the idea of stopping recruits from signing up. 
That's easy to implement and I think I'll add it very quickly.
