[Discuss] NPC "Custody" (Not a very serious topic)

Actually, it is a relatively serious topic, as its relevance goes  
beyond NPC children.  There have been NPCs that are basically created  
and maintained by two (or more) people...how much "authority" over  
them does a single one of them have on his or her own?

I would say that for minor matters consistent with the character's  
development, any of them have a free hand.  If one of them wants to  
change the basic character of the NPC, or give them a life-changing  
event (marriage, crippling injury, death, etc), they'd need the  
approval of the others.
