Because you stole everything they had, raped their women, slaughtered  
their men and children, and then publicly executed their local  
government.  They *HATE YOU*.

When Tom removed bureaucrats, etc, from the South Islands, he put  
measures in place to ensure they wouldn't be needed for normal  
maintenance.  This is not normal maintenance, and even an army of  
bureaucrats wouldn't be able to help you much.
