It's working as designed, and can't be fixed.  When someone on the
modded list replies to an email, it gets sent to the unmodded list,
and then forwarded to the modded list (via the moderators). However,
if someone sends an email directly to the modded list, it only goes to
the modded list. Anything that goes to the unmodded list is forwarded
to the modded list, but not the other way round - if it worked both
ways, emails would get stuck in loops and we'd all get an infinite
number of copies of each email.

The only way it could be fixed is some kind of marker that says if an
email has been forwarded from the other list so each list knows not to
forward it again, but that would require very complicated
modifications to the mailing list software, which is certainly not a
priority.

As long as people always send new emails to the unmodded list, it's
fine, prehaps that should be written in big writing somewhere.
