That only works if the silence is RPed. It's really not hard:
You awaken to see the impassive face of the Judge, flanked by three
burly guards. He gestures to them, and two of them grab you, while
the third rifles through your pockets, taking every gold coin he can
find. Then, without a word, they all leave, locking the door again
behind them.

Except that that's what the FEI was *designed* around. Its original
charter was to have *nothing* significant done without consistent RP
backing it up--relationship changes, judge actions, infiltrator
actions, *everything* was supposed to be RPed publicly, at least to
some degree. It worked for a while, and it was great.
That all fell apart when people started arriving with a powergaming
mentality, and Tom refused to set up a RP police with the power to
stop them taking over.
