The only requirement is that nobles show up in the capital and casts their
votes. (More or less, the game doesn't take into account your distance
otherwise from home, but it would be interesting) Just because you are off
competiting doesn't mean they can't put your name forth, but they also can't
come home and vote for themselves.
Of course, it'd be intersting if realms could alter the election
requirements when the government is formed, but that would be off in the
future, and obviously done carefully.
