What part of "During homage, the vassal would promise to fight for the lord
at his command' suggests that the lord had to order what type of unit to
recruit, or what type of settings to use, when to arrive, and when he can
leave?

As the main text says:
"Using whatever equipment the vassal could obtain by virtue of the revenues
from the fief, the vassal was responsible to answer to calls to military
service on behalf of the lord."

The lord can call the knight, but the knight is the one who determines what
he can do and how since he's the one who knows what he has. A lord can
certainly order his knight to bring 100 calvary to the battle by teusday but
if the knight can only bring 20 peasants on friday he's still fulfilled his
military obligation, just not how the lord might have wanted.
