Yes, people are blowing fines out or proportion.   When a noble gets fined,
specially when it's a very little amount of gold,  the most appropiate
reaction should be "big deal, I'll pay it" and then move on with his or her
life.

I remember when I was still a new player my character was fined for
something as stupid as yelling at her battlegroup leader.  (I miss
battlegroups!  Bring them back somehow!)  Because I was a new player, I was
not supposed to be fined, but we still RPd along...
