The reasoning for this case (I believe) is probably that they cannot afford 
to lose their soldiers.

This is not a case of "every gold piece, every point of CS" etc, this is 
where enemies are destroying all their RC's and they can't afford to lose 
soldiers. A fine is, under those circumstances, probably quite justified.

Mistakes of losing 30 men can be quite devastating to realm who only has 
maybe 100 max to send around. Many of you may not have played in now dead 
realsm to know how much of a problem this can be.
