A new player was fined. It is said in many places and has been said many
times that you're supposed to be understanding and lenient with new
players. Maybe he didn't know how to change the settings? The right
approach would have been to talk to him, explain why the right settings
are important, how they work and so on. Fining him was, clearly, not the
right move.

In the context you've provided, the reason does indeed seem a bit odd.
You should contact Tom directly or the
titans(titans at news.battlemaster.org) if you want to argue the case.
