Training and entertaining use small amounts of gold, that's true. I
don't think it's a key problem though - it doesn't really help you
stay away from home for long periods, which is the reason for the lack
of gold transfers, as far as I know.

Everyone sending one gold to one person could be problematic - prehaps
you should only be able to recieve one gold per turn as well. I can't
think of a good IC justification for the restrictions, but there isn't
one for the current "no gold transfers at all" restriction, so it
doesn't really matter.
