This is something I've run by Tom a few times in the past, and I believe he
intends to do something along these lines when we get the duchy system
kicked into phase two.  For now, getting the new tax system in place and
working out the logistics of oaths (which, admittedly, I have a character on
BT and have never seen/used the Oath option) seems to be the stepping stone
to bigger and better duchal features.
