[Discuss] Duchy Only Centered Recruitment

We were derailing the last thread (towards the end of the Moving the
Capitol, thread) so I figured I'd start a new one.

Idea:
Duchy centered recruitment: where you could only recruit in your duchy from
RC in your duchy.

Problems mentioned:
1)Everyone joins the same duchy near the 'front'
2)all regions join the same duchy

Solutions pointed out:
1)only use a portion of the realm's recruitment center
1)with the new duchy based tax code in the works that one duchy would be
poor and the other regions rich
2)add a new thing like distance from the capitol, but make it for duchy
