I think option 2 should be applied. If any realm can do it, I do not see the
harm. There are already alot of downsides with moving your capital to the
wrong place. For instance, Sirion could never move their capital to Oligarch
city anyway without facing such horrible region troubles in the north, it
would be unbelieveble and not sustainable but they would come about 2 days
travel closer to the front which would be the upside.
