I think I've suggested that before, with a new feature added too -
force secessions. If you want to ban a lord, you can just say "Lord X
is no longer in this realm" you have to say "Lord X and his region, Y,
are no longer in this realm". Generally, the region would get TOed
pretty quickly, but with dukes it would be much harder, and if the
realm didn't agree with the ruler/judge they might refuse to fight the
lord in question.
