I think arbitary numbers should be avoided where possible - have the
option there whenever the position holder is out of action, but have
the chance of it suceeding (as opposed to you ending up in jail)
gradually increase the longer they are unavailable.

The points already made about wounds not lasting long enough and the
forced gap between them are, of course, also an issue. I don't know a
good solution, though.
