Tom already has a 'solution' has had one ever since day one and it is
actually much better then the old system if memory serves. Still I'll not
start making stuff up so I suggest you look back in the d-list.

As for why we don't use the old system until the new stuff is ready, that's
easy, Tom got tired of bolting people for stepping down so 'the old guy
could have his job back'. Besides that if we waited for things to be
'finished' we'd not have any game right now beyond the basic soldier ;)
